Call comes in at the number 112 (similar to 911), dispatcher takes the call and dispatches the needed units.
Example:
Small fire comes in, dispatcher alarms the paid FF's first (1 truck (HLF) and ladder (DLK))) this call goes tho there beeper and an alarm sounds at the station. They go to the call and if they need assistance, they let dispatch know, they alarm addition volunteer units via beeper, they come to the station and man the other needed vehicles.
That's how it goes at my FD, partial paid, partial volly

This is pretty much the system used in Norway too, except there are very very few voulenteer fire departments here.
The alarm central gets a call, determin seriousness, and dispatches units.
"Regular" fires in cities/towns usually get a pumper, a ladder and a command vehicle (think battalion chief).
Rural areas are usually assisted with a water tender/tanker as well if there are few avaiable water sources.

We do however have quite a few part-time departments that can be called to major incidents. At the station in the town where I come from we have a 24 watch. I think they have two rescue pumpers, like HLFs. Or one of them might just be a pumper. And two vans with rescue gear and various other stuff.
