    Third Quarter Budgetting Plans

    In addiditon to the expansion we are expecting in the third quarter of the year, we have allotted a much smaller amount of money to elective items. At this time, COPA has no recommendations, however are welcoming suggestions from personnel

    Off the top of my head, hands free radio sets for EMS. Hard to use a normal mic when you've got both your hands inside a patients chest, as our latest call has proven. Though I don't know if there are any models out there that has transmit buttons that can be triggered by something other than your hands. Voice activation is an alternative, but then you'd hotmike. Any thoughts?

    I honestly cannot think of anything meeting your requirements. Possibly some sort of easy trigger or something on your hands, or another area you don't need to take your hands away from the action?

    Propsed:
    New MiniEATs for commanding officers, and COPA Officials.

    To replace the older touchscreen version, this one, still including a touchscreen, now has a physical easy access panel on the side, as well as a slide out keyboard from the inside of the machine. It connects wirelessly to a headset, the same worn by dispatchers, and can have a standard push to talk on the headset active, or one of the hotkeys on the easy access panel can be pressed, such as holding 1
    This is also much more rugged than the previous versions.

    I know the US Army, during the Vietnam conflict, had mics for the tunnel rats that had bite switches on them, where you would physically bite it once to turn it on, and again to kill it.

    EDIT: As for a suggestion, maybe adding a motorcycle unit to PD Traffic

    That mini EAT is awesome! I've never seen something like that that small in real life either so yeah, its a new experience to see that too.

    That's what I'm thinking, I mean, I'm seldom ever going to direct a call that must be answered when there is no one else on scene with available hands.

    As for the miniEAT, that's command, and I'm actually building a real life prototype similar to this for emergency service use.
    Aside from miniEAT, we have the fullsized EAT Command centre, the EAT we all know and love, the one in the vehicles, and then we have the EATmobile, a special access app you are assigned that allows you to receive emergency alerts, similar to a pager, but with more information, and letting you read the EAT dispatch info, and bring up a map, or hear the audio dispatch at station or over the radio.

    The other versions of EAT are not in real life production at this time. I'm focusing on one device at a time Wink

    Oh, so you're building your own prototype? Hope you make some cash off of those! Still, the EATs are just laptops inside the trucks, pretty much. This one is protable, but I guess would be more helpful on large incidents rather than small ones. I mean, on a fire it could be helpful, but not so much on a medical or whatever unless there were a lot of calls.

    The miniEAT would be designed to work with the full suite of dispatch centre, the in vehicle EAT, and also mobileEAT accounts that are approved to the department. Each one would be loaded with the same software, just the level of access would be determined by your username and password. ie a probie isn't going to have the same access as a chief.

    It would work best with Police and Fire, however could also work with EMS, as it would allow to identify incoming units, and what not, be brought out, hooked to a bag, and watched like that

    right now, I'm building the MiniEAT, then I'll program it to work with a full dispatch centre application, and then with other devices as well

    Wow. That's a good idea. I heard of some led's that people put on their jacket on the bottom neon lining so people could see them in the dark.

    This is mainly for active shooter situations where waiting for TAC and backup is not an option. You get on scene, hear gunshots going. This is also used for TAC situations where police are going in with or on perimeter. Looks more professional, etc.

    We have those already in place for TAC. Currently the police gear, unless they gather from the station, is the standard bullet vest, and keep your heads down until TAC arrive. TAC carries extra helmets on board, however if we get enough support, I'll place the order for a couple more helmets for each patrol car

    Also, please note, the third quarter budget is when new units may be requested to be purchased.

    Ya, sorry, that's not how it works. In an active shooter, an officer goes in wether alone or with back up. It's not their self theyre worried about, it's the unarmed people being shoot inside.

    True, but your safety comes first above anyone elses. You only see officers going in alone in movies, in real life they wait for back-up. You don't do anybody any good running into some house after someone thats armed alone, to many unknowns and if you get shot you aren't helping anybody.

    List of people to save

    1.hostages/immediate victims
    2.innocent bystanders
    3.officer
    4.suspect

    You don't wait as inside peole are getting shot. Your goal is to draw fire away from innocent towards you and hopefully kill suspect.

    If the suspect is alone or not harming anyone in a baaracaded situation you wait and have stand off. I'm talking if a guy walks into a school, business,etc. And starts capping people.

    Well, i'm not going to turn this into an arguement. But, i'm an EMT and I work with LE every single day. And, my father is a SGT with the State Police here. Officer safety always comes first. If someone is in a school shooting people, how do you know how many shooters are in there? People who called 911 may only see one person and there could be more lying in wait, for people trying to run out. Or waiting for police to come try to save people. Still to many unkowns to run in there all alone. Bottom line is I carry a shotgun and a .45 handgun, I will not enter a building againtist people who may have a hunting rifle or assault rifle that outguns me alone.

    Burke, when it comes time to replace our impalas, what kind of car are you thinking to replace it with?

    I'm curious the specs on the traffic special vehicle. I know someone posted an unmarked pickup a while back. Is that the plan, or is the plan to have a marked unit for traffic control?

    That's true too, if there is three guys with guns, and you run in, and don't die, you'll lose all rank, simply because one officer entering aggrivates three gunmen, if one goes down befor ethe officer, the other two will start shooting hostages. We avoid entry if there is more than one suspect inside, unless there is a plan, or IMMEDIATE DANGER.

    That case, it's iffy. One guy, you're better off waiting for a partner, but if he's killing people by the second, yes, go in. Two or more, stay out until you can at least match them in officers to shooters. Two shooters can hit one officer.

    Depends on what people want. As for the protocol I'll state the full orders at the bottom of this post

    There are a few more coming in, a speed unit, so a faster police type vehicle, probably slicktop or unmarked, a marked patrol car, a stealth unit, which is a NON STANDARD police vehicle, ie say a malibu, or something you wouldn't expect police in. Maybe even an older pickup with a bad body, and totally hidden lights, but the insides working great, so we catch speeders before they even expect anything. Then the utility vehicle is basically going to be either a van, large SUV, or truck that will carry all sorts of specialty things

    Now, entry standards:
    No Hostages: Await TAC, or check with COPA for special instructions
    No immediate threat - Await TAC
    Immediate threat to hostage, one suspect: Trained patrolmen may enter
    Immediate threat to hostage, two or more suspects: Await equal number of patrolmen or TAC. Preferably at least 2 or 3 officers, and do not ever split up.
    Immediate threat to hostage, unknown suspects: Scout area to attempt to find suspect numbers. Interveine only if ABSOLUTELY neccessary.
    Immediate threat to high profile official: Enter when safe, and rush to official. Teams of two for official's safety.

    It's a single eye view port that flips down in front of you. Button press is too bulky and impractical. There are a set of 2 LEDs clipped onto the helmet, and 2 lights on the straps to the SCBA that are much bigger.

    Also, on the Law enforcement note, I'd just recomend using the new Ford Police Interceptors.

    To replace any units, I want the agreement of the supervisor for that division, as well as the personnel on that unit. Now I was just checking out the site, and it says 2013... That's next year's model year...

    What about Camaros? Do they use those as police cars yet or no? I like the Ford Interceptors though, those are awesome!

    Problem... aside from the couple thousand more for a camaro, as a patrol vehicle, this would be useless. Two doors does not allow suspect transport, and I'm not taking three transport units out of service. As for the PI, it's great, except it needs another year.

    I agree with Dave. We could always update the fleet with a year or two newer of the same generation of Impala until something good comes out. (PI, E7 if you like them and they actually ever come out.)

    I forgot about the traffic unit, I guess that would total up to about three total that are issued out, they could last us for another year or more. But, its up to what everybody else thinks.

    Yeah, screw the bite down switch. But I'd like the headset. Maybe with a easily replaceable cover over the transmit button, just cheap plastic, like a glove, that you could replace between calls? Like the plastic covers they have over equipment in the operating theatre.

    What radio, baton, and gun? Can we at some point switch to the flock 21 chambered in .45? All the agencies around here carry them. And, I've fired them and they are really reliable weapons.
